Joint drug investigation leads to multiple arrests in Milford

Police say several people were arrested, after authorities concluded a two month long drug investigation, in Milford.
The Milford Police Department says on Thursday, their drug unit and Delaware State Police completed a two month long joint investigation into illegal drug sales, in Kent County. Authorities say Milford PD's Special Operations Group executed a search warrant at a home in the 400 block of North Street. According to the report, as a result of the search, a glock handgun, cash, and 2.45 grams of heroin were seized.
Police say 43-year-old Kimberly Breems, of Milford, and 27-year-old Gary Hudson, of Magnolia, were taken into custody without incident. Breems was charged with possession of a controlled substance, possession with the intent to deliver a controlled substance, and possession of drug paraphernalia. Breems' bail was set $20,000 cash. Hudson was charged with possession of a firearm during the commission of a felony, possession of a controlled substance, possession of a firearm by person prohibited, possession with the intent to deliver a controlled substance, and possession of drug paraphernalia. Hudson's bail was set at $56,500 cash.
Both were apparently turned over to to the Delaware Department of Correction at the Sussex Correctional Institution. Breems and Hudson are scheduled for preliminary hearings on October 13 at the Kent County Court of Common Pleas.
Law enforcement reports that the Dover Police Department SORT assisted with the operation by executing a search warrant at an apartment, on Allen Way, in the Brightway Commons Apartment complex. According to the report, the search resulted in the following six people who were actively being sought by various agencies: 46-year-old Phillip Waters , of Jacksonville, FL; 29-year-old Aisha Jones, of Dover; 31-year-old Janice Brown, of Jacksonville, FL; 59-year-old Louise Brudge, of Dover; 31-year-old Shanea Warren, of Milford; and 31-year-old Barry Caldwell, of Dover.
Delaware State Police Kent and Sussex Counties Governor's Task Force and the Delaware State Police Special Operations Response Team also executed search warrants at homes in the 200 and 400 block of North Street, in Milford. During the search, troopers say 46-year-old Carl Watson and 26-year-old Dion Russ, both of Milford, were taken into custody without incident. According to the report, the search resulted in the recovery of 1.20 grams of crack cocaine where Watson's three juvenile children were present. Authorities say 31-year-old Dana Legrand, 26-year-old Cassandra Hurd, and 27-year-old James Hutchinson, all of MIlford were taken into custody. DSP reports that no illicit narcotics were recovered at the time the search warrant was executed.
According to authorities, Watson was charged with possession with the intent to deliver crack cocaine, conspiracy second degree, and three counts of endangering the welfare of a child. Watson was additionally charged with five counts of delivery of crack cocaine and two counts of possession of drug paraphernalia for an active arrest warrant stemming from a Troop 3 drug related investigation. He was later turned over to James T Vaughn Correctional Center on a $65,600 secured bond. Watson was also issued a no contact order with his three children.
Russ was charged with possession with the intent to deliver crack cocaine, conspiracy second degree, and three counts of endangering the welfare of a child. Russ was additionally charged with delivery of crack cocaine for an active arrest warrant that was already on file out of DSP Troop 3 relating to this investigation and Failing to Re-register as a Sex Offender for an active arrest warrant that was already on file out of the Milford Police Department. He was later turned over to James T Vaughn Correctional Center on a $42,400 secured bond. Russ was also issued a no contact order with the three juvenile children of the North street home.
