Milford Police arrest Seaford man for theft and stalking

After several incidents, Milford Police have arrested a Seaford man for theft and stalking.

According to officials, 35-year-old Jamaal Artis, of Seaford, was arrested on August 1, 2017, after he stole a car from a KFC/Taco Bell parking lot and stalked the victim.

On July 28, 2017, police responded to reports of an altercation at the KFC/Taco Bell off of North  DuPont Boulevard in Milford.

Investigation revealed that Artis contacted the victim, regardless of  a no contact order ,  for a ride to the victim's home to get his belongings.Reportedly, Artis then told the victim that he would be staying in the home, which then the victim told him no.

Artis then threw a fountain drink in the victim's face and stole the victim's car keys and fled the scene.
Officials say there were three children present at the time of the incident. A warrant was requested for Artis' arrest.

The next day on July 29, 2017, the victim contacted Milford Police after their car was stolen by Artis, from the KFC/Taco Bell parking lot. While on the scene, police observed that Artis was calling  the victims cell phone continuously. Officials determined that Atris' continuous unwanted contact and actions with the victim over the last month as a crime of stalking.

On August 1, 2017, a tip was called into the Milford Police, that Artis was at the Brightway Commons Apartment Complex.Officers responded and arrested Artis without incident. Jamaal Artis was charged with Noncompliance With Conditions Of Recognizance Bond Or Conditions (Felony), 4 counts of Reckless endangering second degree, offensive touching, menacing, stalking- person violated any order prohibiting contact with the victim, and theft of a motor vehicle.

During his arrest, it was revealed that Artis was intoxicated.

He was committed to Sussex Correctional Institution on secured bail by Justice of the Peace Court 3 due to his intoxication.

Artis was held on $4000.00 secured bail and $7500.00 cash bail on the above charges as well as two new additional no contact orders between he and the victim(s).  Artis was ordered to appear in Kent County Court of Common Pleas at a later date for a preliminary hearing.
