UPDATE: Carney releases statement amid JTVCC lawsuit threat

The governor of Delaware is responding to a potential lawsuit after an attorney for the family of a James T. Vaughn Correctional Center ('JTVCC') correctional officer killed in an inmate uprising is promising to sue state officials in federal court if the family gets answers.
Official says the office of Delaware Governor John Carney is reviewing a letter written by attorney Thomas Neuberger.
The letter claims officials neglected a broken prison system, plagued by chronic under-staffing and overcrowding.
While officials tells 47ABC they will not comment specifically on potential litigation, they say the incident itself remains under investigation by Delaware State Police and the Delaware Department of Justice.
In February, Governor Carney announced an independent review into the causes of the incident.. Two former judges have been tasked review the events surrounding the hostage incident and make recommendations.
In a statement, Governor Carney says in part "I am committed to taking the steps necessary to improve security in Delaware's correctional facilities, and to improve safety for our correctional employees, understanding they have a difficult and often dangerous job."
Carney also adds, he will take the recommendations very seriously.
