Two charged for placing incendiary devices near Salisbury home

Two suspects were arrested and charged for their connection to an attempted arson of a Salisbury home in February.

In the early morning hours of February 12th, 38-year-old Netisha Black and 62-year-old Gregory Washington allegedly placed incendiary devices next to a home in the 400 block of Jefferson Street. The homeowner reportedly returned home and found one device burning next to the foundation of the house. He put out the flames and called Salisbury Police. Officials describe the devices as Molotov cocktails.

Investigators determined the incident was part of a family dispute and developed Black and Washington as the primary suspects. Warrants were issued for the two, and both Black and Washington were interviewed Wednesday at the Office of the State Fire Marshal's Lower Eastern Regional Office. Both were taken into custody after their interviews.

Black is charged with two counts of manufacture, possession, and distribution of a destructive device, one count of first degree attempted arson and one count of arson threat.

Washington is additionally charged with two counts of manufacture, possession and distribution of a destructive device, as well as a count of first degree conspiracy, first degree attempted arson and one count of giving a false statement.

Officials say if the two are found guilty, both suspects could face nearly 90 years in prison and fines up to $560,000.
