Wicomico Schools look ahead after settlement agreement with Department of Justice

Wicomico Superintendent of Schools Dr. Donna C. Hanlin released a statement on Wednesday regarding the settlement agreement signed off by Wicomico County Public Schools and the U.S. Department of Justice in January.

The Department of Justice had reportedly been investigating complaints about the school district's policies on student discipline. Allegations had been made that Wicomico County Public Schools had discriminatory suspension practices against black and Latino students, as well as students with disabilities.

By signing the settlement agreement on January 19th, Superintendent Hanlin says the school district is confirming its commitment to creating "positive and inclusive learning environments in all Wicomico County Public Schools."

School officials specify the settlement does not indicate an admission of liability or the violation of the rights of any student. Officials say Wicomico County Public Schools has cooperated with the Department of Justice since first learning about their investigation in August 2015.

Superintendent Hanlin says the school system is reviewing their code of conduct and their positive behavioral intervention and supports (PBIS) program to help strengthen their commitment to "progressive and restorative discipline practices."

The school system additionally emphasizes their continuing professional development programs for staff members in disciplinary and support areas.

Officials say the agreement between the school system and Department of Justice will remain in effect until June 30, 2019. Regular updates on discipline and behavior data will be provided to the Department of Justice during this period.

The superintendent says Wicomico County will work with the Maryland State Department of Education to deal with issues of suspension and expulsion disporoprtionality.

School officials say a December survey of students, staff and parents will offer the school system insight into people's thoughts and feelings on the climate of their schools. Information gathered from the survey will be used to help guide professional development for staff members.
