Gov. Carney announces picks to lead JTVCC independent review

Governor Carney announced Tuesday that he is appointing Judge Henry DuPont Ridley and Judge William Chapman to head an independent investigation into the James T. Vaughn Correctional Center hostage situation that took place on February 1st.

"We will leave no stone unturned in our efforts to find out exactly what happened inside James T. Vaughn Correctional Center, and what we can do to prevent this from happening again," Gov. Carney said Tuesday. "These are two well-respected judges who are independent thinkers, with legal background and analytical skills necessary to perform a thorough review and make necessary recommendations. I thank Justice Ridgely and Judge Chapman for their willingness to take on this difficult but important task."

The investigation will begin after Delaware State Police complete their own investigation. The governor's team did not specify a firm date as to when that would be, though the deadline for the independent investigation is set as June 1st.

The investigation will look into things like staffing, prisoner-officer relations, and anything else that could have led up to the violent inmate uprising.

Multiple correctional officers have resigned since the hostage situation and several others have announced their intentions to retire.
