New Castle County welcomes 1st African-American police chief

(AP) – Lt. Col. Vaughn Bond Jr. has become the first African-American to lead the New Castle County Police Department.
 
County Executive-elect Matt Meyer announced this week that Bond will serve as interim police chief.
 
He replaces Chief Col. Elmer Setting, who announced his retirement earlier this month.
 
Meyer said in a statement that Bond is an experienced and able leader who has earned the community's trust and respect of his fellow officers. He joined the police force in 1991 and is a graduate of Delaware State University.
 
Earlier this year, Bond was promoted to lieutenant colonel, the second-highest rank an officer can achieve in the department and the highest rank ever held by an African-American officer in the department's 203-year history.
