UPDATE: SCCC apprehends missing offender

SCCC in Georgetown reports that an inmate who absconded has been apprehended.

Ciara Footman was extradited from Kent County, Maryland to Delaware on November 17. Officials say she has been committed to the Baylor Women’s Correctional Institution in New Castle on an Administrative Warrant.

Authorities in Georgetown say they are searching for an inmate, who failed to return after an approved pass.

The Sussex County Correctional Center, in Georgetown, says that 21-year-old Ciara Footman willfully failed to return from an approved work pass to the Rehoboth Diner.

Footman is described by law enforcement as a female, standing 5’05”, weighing 135 pounds, with black hair, and brown eyes. Her last known address is reported as being in Dover, Delaware.

Officials say that Footman’s location is unknown, and unauthorized at this time, so a warrant for escape and conviction has been issued. According to the report, Footman’s current offense is violation of probation for possession of a controlled substance.

It is important to keep in mind that Community Corrections Centers are Level 4 facilities, where the Department of Correction manages offenders who are transitioning back into the community. So, these centers are not secured like Level 5 prisons, meaning offenders are permitted to the leave the facility to go to work, seek jobs or attend approved treatment sessions.
