UPDATE: PCCC locates a missing offender

Officials in Wilmington say they were able to locate and apprehend a missing offender from PCCC.
According to the report, Jamal Winckler turned himself in to the Plummer Center on Sunday, around 7:47PM, without incident. He was then processed, and committed to the Howard R. Young Correctional Institution on escape after conviction and violation of probation.

Authorities in Wilmington say they are searching for an offender, who is reported to have run away.
The Plummer Community Corrections Center, in Wilmington, says that 27-year-old Jamal D. Winckler was was seen jumping over the fence near 32nd Street, then headed south on Market Street around 9:07PM on Thursday.
Winckler is described by law enforcement as a male, standing 5’06”, weighing 185 pounds, with black hair, and brown eyes. Officials note that he was last seen wearing gray pants, a gray shirt with black sleeves, and a blue winter cap. His last known address is reported as being in Wilmington, Delaware.
Officials say that Winckler’s location is unknown, and unauthorized at this time, so a warrant for escape and conviction has been issued. According to the report, Winckler’s current offense is rape 4th < 16.
It is important to keep in mind that Community Corrections Centers are Level 4 facilities, where the Department of Correction manages offenders who are transitioning back into the community. So, these centers are not secured like Level 5 prisons, meaning offenders are permitted to the leave the facility to go to work, seek jobs or attend approved treatment sessions.
