Time to revise the electoral college?

Hillary Clinton won the popular vote, but Donald Trump won the electoral college giving him the presidency. That dynamic has lead some to question whether the electoral college system needs to be changed.
Political professor at Salisbury University Dr. Adam Hoffman believes getting rid of the system all together would be impossible, however reform is more likely. He believes a realistic solution would be to make the electoral college more proportional.
“For instance in states like Wisconsin and Pennsylvania and Michigan which were basically the main states that caused Trump to win, but the vote there was so close separated by 10 or 20 or 40 thousand votes in a system in where an electoral college was changed and reformed and proportional each candidate would have got about half the electoral college votes in those states,” said Hoffman.
Any change to the electoral college would have to go through Congress.
However Hoffman adds the likelihood that we actually see a change to the electoral college is slim because with a republican controlled congress and their candidate in office they would have no reason to pass such legislation.
