Seaford man arrested after being found with heroin

City of Seaford Police Officers say that on September 12, they saw a man acting suspiciously outside of an apartment complex and this eventually led to the discovery of drugs.
Around 1:20PM, officers say they saw Charles Hopkins, 20, of Seaford, acting oddly in the area of Chandler Heights apartments.
According to the report, officers noticed that Hopkins was wearing a black backpack as he ran away and crossed Eskridge Highway to the area of the Super Soda Center.
Officers say they checked the area for Hopkins, and found a black backpack that seemed to have been left by the defendant.
A search of the backpack apparently led to the discovery of 823 bags of heroin, $1,342 in suspected drug money, and Hopkins identification.
Officials say Hopkins had left the scene, however her was arrested at superior court on Wednesday without incident and was arraigned at court and committed on $53,000 bond.
Hopkins is reported to have been charged with the following:
- Possession controlled substance – tier 5 quantity
- Possession with intent to deliver a controlled substance
- Tampering with physical evidence
- Possession of drug paraphernalia
- Failure to walk in marked crosswalk
