Spell takes over as Lewes police chief

In Lewes, a new man now holds the title of police chief. His name, Thomas Spell.

“It is a big change, but it’s a welcomed change.” Spell told 47 ABC.

In mid-June, Spell took over for Jeffrey Horvath who accepted a position with the Delaware Police Chiefs Council. Spell is be new to Lewes PD, but his career in law enforcement is all about Delaware. He spent 23 years with the Wilmington Police Department before retiring from the force in 2011. Shortly after, he took on the role of warden at the Ferris School for Boys, Delaware’s only Juvenile Detention Facility. Heading back into the police force, Spell says it’s nice to make the transition from Wilmington to Lewes.

“I’ve had my fill of the serious crime and now coming to Lewes, it’s a really nice change for me.” Spell continued, “Lewes has a lot of people that are really interested in their community and for me that’s really refreshing.”

A former homicide detective, murder investigations and bank robberies occupied much of Spell’s time in Wilmington. In Lewes, a more-quiet coastal town with little crime, Spell says his goal is to advocate for community involvement and develop a partnership with its citizens.

“So far, I’ve seen that’s happening really nicely here. Really I just want to professionalize the the police department. Enable us to better serve the citizens of Lewes.”

Spell says it’s been a pleasure walking into a department as well equipped as Lewes PD. For that, he credits the town and his predecessor, Jeffrey Horvath.
