Man reportedly arrested on drug charges at Bayard Apartments

The Dover Police Department says they arrested a man, on Tuesday, on several drug charges.

Around 4:30 PM, officers from the Dover Police Street Crimes and Drugs, Vice, and Organized Crime Units apparently helped Probation and Parole with an administrative search on the fourth floor of Bayard Apartments.

Jermaine Harmon, 43, of Dover, was reportedly seen on the balcony of the building as officers arrived at the apartment.

According to the report, officers saw Harmon drop a white plastic bag from his balcony, onto a balcony directly below.

Officers say they found the bag later, and saw that it contained 83 bags, or 8.3 grams, of heroin, and 2.1 grams of marijuana.

Harmon was reportedly taken into custody, and officers found 3 more bags, or 3.1 grams, of heroin on his person. Officials say Harmon was committed to the James T. Vaughn Correctional Center in default of $60,500 secured bond on the following charges:

  • Possession with intent to deliver heroin
  • Possession of heroin
  • Tampering with physical evidence
  • Possession of marijuana
  • Possession of drug paraphernalia
