Frederica man charged with child abuse

Milford police have charged 41 year old David Keiper of Frederica with child abuse.  Police say that Keiper was receiving a supervised visit with three children ages 5-9, when he was left alone with the children for several minutes.

It was during that time that Milford police say that Keiper assaulted one of the children, a 5 year old girl, who was visibly injured around her neck.  A Milford PD spokesman says that Keiper was arraigned and released on $3,000 bond.  Keiper was also reportedly charged with 3rd degree assault and endangering the welfare of a child.
