Two arrested following DUI investigation in Dover

A Dover man has been charged with his fourth driving under the influence offense, while is passenger is facing drug charges.
Delaware State Police say on Sunday around 5:30 AM, a Trooper responded to the Wawa on East Lebanon Road, for reports of a suspicious vehicle. The people inside the vehicle were apparently seen sleeping for several hours, at one of the gas pumps.
Once on scene, the Trooper apparently woke up the driver, 31-year-old Jacob McGuckin, and his passenger, 28-year-old Rachel Haslett, both of Dover. Police say both appeared to be under the influence of drugs and/or alcohol, so a DUI investigation was conducted.
During a search of the vehicle and its occupants, Police reportedly found drug paraphernalia that is consistent with making crystal meth. The two were then arrested, and taken to Troop 3 for charges.
Police say during a computer check at the station, they found that McGuckin already had three DUI convictions dating back to 2005, and an active capias on a previous drug charge. McGuckin was then charged with 4th offense driving under the influence of alcohol/drugs and possession of drug paraphernalia. He is now being held at the James T. Vaughn Correctional Center on a $5,500 secured bond.
Haslett was charged with possess or consume prescription drug not a controlled substance without prescription, and released on a $500 bond.
