Man wanted after firing shots in Rehoboth Shores

Members of the Delaware State Police are asking the public’s assistance in locating Cecil Hicks, 24, of Millsboro, Del.
Troopers say Hicks is wanted for second degree Assault, Possession of a Deadly Weapon During the Commission of a Felony, Aggravated Menacing, first degree Reckless Endangering, Endangering the Welfare of a Child, and Criminal Mischief.
Around 7:45 p.m. Sunday, troopers responded to a residence in the Rehoboth Shores development for a reported domestic incident in which gunshots were fired. According to investigators, Hicks came to the residence looking for his girlfriend and was going to do harm to her with a weapon.
According to police, the woman’s 12-year-old daughter told Hicks that she wasn’t at the house, and he became extremely irritated and began damaging personal belongings in the house. Troopers say the 12-year-old was able flee the residence and seek shelter with a friend in the neighborhood.
A short time later, investigators say Hicks was observed outside the victim’s residence arguing with his girlfriend, and when she began to run away from Hicks, he pulled out an unknown type handgun and began shooting at her while chasing after her.
Police say the victim was able to get into a vehicle with friend and leave the development, but not before being physically assaulted.
It was then that police say Hicks also left the area, and has yet to be located
