UPDATE: Wanted Dover inmate arrested at Dover Downs

Authorities say an inmate who left a level four facility earlier in October, is back in custody.
The Department of Correction says that 31-year-old Joel Miller was apprehended by Dover Downs security staff on Wednesday night. Dover Police then took custody of him, and returned him to DOC at the James T. Vaughn Correctional Center, where he is being held on violation of probation and escape charges.
Miller had reportedly left the Morris Community Corrections Center in Dover without authorization on October 16.
Authorities clarify that level four correction centers aren’t secured like level five prisons, and offenders are allowed to leave to go to work, look for a job, or attend treatment.
