Two arrested for marijuana grow operation near Kent Island High School

Investigators in Queen Anne’s County say they have made another large drug seizure, the second announced this week.

The Queen Anne’s County Drug Task Force says on October 6, with help from Queen Anne’s County Sheriff’s Office, members of the Kent County Narcotics Task Force and an investigator with Homeland Security Investigations, they searched a home on Old Love Point Road, in Stevensville.

The Task Force says they were able to pull over their primary suspect, 33-year-old Vincent Arcand, as he left for work. Investigators say they then went to Arcand’s home, where they also arrested 32-year-old Samantha Sittle who was sitting on a couch in a shed on the property.

According to the report, a search of the vehicles and house revealed hashish and marijuana packaged for sale in several of the vehicles, $3,591, 17 firearms including an AK-47, and two suppressors. The seized vehicles include a 2015 Jeep Wrangler, a 2004 Dodge Dakota, and a 2012 Yamaha jet-ski with trailer.

The Task Force says when they searched the property’s shed, they found an elaborate, commercially manufactured, hydroponic grow operation that had 22 marijuana plants actively growing in it, along with 1893 grams of processed marijuana, 11.3 grams of hashish, digital scales, packaging materials with a heat sealer, numerous spare clips for the seized long guns, and hundreds of rounds of ammunition. Investigators say the marijuana has a street value of around $50,000. The Old Love Point Road home is apparently almost directly across the street from Kent Island High School.

After his arrest, Arcand, who apparently has no previous criminal history, was charged with the manufacture of marijuana, the possession of marijuana with intent to distribute in a school zone, possession of marijuana with the intent to distribute, the possession of marijuana and the possession of paraphernalia.

Sittle was charged with the manufacture of marijuana, the possession of marijuana with intent to distribute in a school zone, possession of marijuana with the intent to distribute, the possession of marijuana and the possession of paraphernalia. She reportedly has a previous history of possession of paraphernalia.

Arcand was released on a $125,000 unsecured bond, while Sittle received a $100,000 bond.
