Lewes man arrested on vehicular assault charges, two injured

Troopers have arrested a man, who they say crashed into an SUV, injuring two people, before hitting a police cruiser.
Delaware State Police say on Sunday around 6:50 PM, 26-year-old Samuel E. Pu Tzoy was driving a 2002 Toyota Celica on Clay Road, in Lewes, coming up to a stop sign at the intersection of Westcoats Corner Road. Police say Pu Tzoy ran the stop sign, and hit the side of a 2001 Jeep Cherokee, causing it to overturn several times, with a Lewes couple inside.
According to the report, Pu Tzoy initially stopped on the shoulder of Westcoats Corner Road, but then pulled away. He reportedly then headed to Savannah Road – US9 where he struck the back of a Lewes Police Department vehicle, that was attempting to assist in stopping the Celica.
Pu Tzoy was eventually taken into custody, and transported to Troop 7, where he was charged with vehicular assault 1st, leaving the scene of a collision resulting in injury, failure to stop at a stop sign, driving without a valid license, and various other traffic related charges, by Delaware State Police. He was additionally charged by the Lewes Police Department, with driving under the influence of alcohol, disregarding a police officer’s signal, reckless driving, and other traffic offenses.
The driver of the Jeep, 62-year-old Bradford Morris, and his 56-year-old wife, Guadalupe, were taken from the scene to Beebe Healthcare. Bradford Morris was treated for non-life-threatening injuries, while Guadalupe Morris, was admitted with serious injuries, and was alter transferred to Christiana Medical Center. Both were reportedly wearing seat belts at the time of the crash.
After Pu Tzoy was charged, he was arraigned, and ordered to be held at the Sussex Correctional Institution on $7,201 cash bond on all charges.
