UPDATE: Salisbury man cited after dump truck crash in Newark

The Delaware State Police say one person has been cited, after a crash caused a dump truck of asphalt to overturn on a busy highway.

According to their report, it all happened on Monday, just after 6:30 AM on I-95 near Churchmans Road right before exit 4A. Police say, a dump truck overturned after being side swiped by another vehicle.

Police say 35-year-old Luis C. Aucay-Lluisupa, 35, of Salisbury, Maryland, was driving a 2007 Chevrolet Express south on I-95, when he attempted to change lanes, hitting the side of 2003 Mack dump truck filled with asphalt, driven by David Welter, 44, of Delaware City. The impact reportedly caused the dump truck to swerve, hitting a barrier, before overturning into the shoulder of the highway. Police say the Express spun, hitting the same barrier as the dump truck, and came to a stop in the shoulder.

Welter was reportedly wearing a seat belt, and was taken from the scene by New Castle Counts Paramedics to Christiana Hospital Trauma Center, where he was apparently treated for non-life threatening injuries.

Aucay-Lluisupa was also wearing a seat belt at the time of the crash, and was apparently not injured, according to authorities. DSP say they have charged him with failure to remain within a single lane of travel, and no valid operator’s license.

Police say I-95 was partially closed for about three and a half hours, while the crash was investigated, and cleared.
