Drug Task Force investigation leads to arrest of Magnolia man

The Delaware State Police announce they have arrested a man after a search warrant was conducted at his Magnolia home.
Police say members of the Kent County Drug Unit with the assistance of the Governor’s Task Force, State Police Special Operations Response Team and Sex Offender Apprehension and Registration Unit completed a month long investigation, which culminated in the arrest of Ray Horsey, 31, early Friday morning.
Troopers say Horsey, a four-time convicted felon, did not register as a Tier 2 sex offender and currently has an active Superior Court No-Contact Order on three juveniles and one adult whom he was with at his residence during the time of his arrest.
Horsey reportedly had been arrested previously and charged with felony strangulation on April 27, 2015. Troopers say as a result of that conviction, Kent County Superior Court issued a No Contact Order with the victim and children.
Troopers say during their search, they seized multiple heroin wrappers, marijuana, over $2,000.00 in suspected drug money, and a .357 Ruger Magnum handgun.
According to Delaware State Police, Horsey was charged with Possession, Purchase Own or Control a Firearm/Destructive Weapon if Previously Convicted of Two Violent Felonies, Receiving a Stolen Firearm, Three counts of Endangering the Welfare of a Child, Felony Violation of a No Contact Order, Possession of Marijuana and Possession of Drug Paraphernalia. SOAR also charged Horsey with Failure to Register as a Sex Offender.
Troopers say he was arraigned at JP2 and committed to the Sussex Correctional Institution on $28,300.00 secured bond.
