Del. judge rejects appeal in 2014 double homicide

GEORGETOWN, Del. – A Delaware judge has rejected an appeal from a man serving 25 years in prison for his role in a 2014 double homicide.

The judge ruled that Rhamir Waples knowingly and voluntarily pleaded guilty in 2018 to second degree murder, home invasion and a gun charge. Waples was initially convicted of first degree murder and other crimes, however prosecutors agreed to vacate Waples’ jury conviction in favor of a guilty plea to lesser charges after his attorney raised questions regarding the testimony of two trial witnesses.

The charges stem from an incident that happened in January 2014, when Waples and two co-defendants, Damon Bethea and Richard Robinson, broke into a Millsboro home and shot Cletis Nelson and William Hopkins.
