Flowers Announces He Won't Run For Re-Election

DOVER, Del. (AP) - Delaware's race for state treasurer is becoming more focused on experience and qualifications now that Chip Flowers has said he will not run for re-election, leaving no one with the built-in advantage of being an incumbent.

 Republican Ken Simpler says his extensive background in finance and money management makes him the best candidate. But GOP rival Sher Valenzuela and Democrat Sean Barney say the treasurer also must be a strong public advocate.

 Valenzuela, for example, vows to push for lower taxes, smaller government and limited regulations. Barney says he'll fight for financial literacy and economic opportunity.

 The treasurer's primary duties are managing the collection and disbursement of state funds and overseeing investments of the state's $1.8 billion cash portfolio. But the office also has been used as a launching pad to higher office.
