Dover Man Accused Of Selling Heroin To Police Officer

DOVER, Del. - Police have arrested a Dover man, after he reportedly sold drugs to a Police Officer. On Saturday, The City of Dover Police Drug, Vice, and Organized Crime Unit say they found 33-year-old Kwmane Stubbs, who was the target of a heroin distribution investigation, in the parking lot of the Bay Court Plaza.

Police say Stubbs had previously sold heroin to an undercover Police Officer. He was then arrested, during which Police say they found 130 bags of heroin on him, packaged for sale. Stubbs was also apparently wanted out of the Court of Common Pleas in Kent County for numerous capias.

He was charged with possession with intent to deliver heroin, possession of heroin tier 1 quantity, 2 counts of delivery of heroin, and 3 counts of possession of drug paraphernalia. Stubbs is being held at the James T. Vaughn Correctional Center on $11,500 bond.
