Police: Sleeping Truck Driver Causes I-95 Crash

WILMINGTON, Del. (AP) - Police say a tractor-trailer crashed and overturned, closing southbound Interstate 95 in Delaware after the driver apparently fell asleep at the wheel.
    
Police say the UPS truck overturned on I-95 at Delaware Route 141 just after 4 a.m. on Friday. The driver of the truck was trapped in the rig for more than an hour, and the wrecked trailer initially stretched across all travel lanes, blocking traffic. The closure of the highway created a major traffic jam for hours.
    
After a preliminary investigation, Delaware State Police said the driver of the UPS truck fell asleep while driving and has been issued a traffic citation for inattentive driving. Police identified the driver as 45-year-old Phillip Bates of York, Pennsylvania.

The measure allows those groups to notify the government, rather than their insurance company, that birth control violates their religious beliefs.
