Two Arrested On Drug Charges After Traffic Stop In Dover

DOVER, Del. - A traffic stop in Dover on Wednesday, reportedly lead Police seize a large amount of heroin.

Dover Police say around 10:15 PM, the Dover Police Drug Vice and Organized Crime Unit and Dover Safe Streets Unit contacted 29-year-old Amber Plum and 23-year-old Philip Wotten during a traffic stop on Route 13 at Roosevelt Avenue.

Police say during the stop, inside of the vehicle they found 434 bags of heroin, packaged for sale, along with another 11.2 grams of raw heroin packaged in two larger bags. According to the report, if the raw heroin had been packaged for sale it would have made another 560 bags. Police say they also found drug paraphernalia, prescription pills, and $1,370 in cash in the vehicle.

Both Plum and Wooten were charged with possession with intent to deliver heroin, possession heroin tier 5 quantity, conspiracy 2nd degree, and possession of Oxycodone. Plum is being held at Baylor's Correctional Center on $55,250 bail, and Wooten is being held at James T. Vaughn Correctional Center on $55,250 bail.
