UPDATE: Suspect And Troopers Identified In Tuesday Shooting

SALISBURY, Md. - Police have released the identity of the man killed in a Trooper involved shooting at the Maryland State Police Barrack in Salisbury on Tuesday night. Maryland State Police say have identified him as 32-year-old Winfield Fisher of Salisbury.

Authorities say a search warrant for Fisher's vehicle revealed marijuana inside. The law enforcement personnel involved in the incident have now been identified as Trooper Jeffrey Wilkins, a three year veteran of MSP and Corporal Anthony Meyers, a nine-year veteran of MSP.

According to authorities, Fisher arrived at the MSP Salisbury Barrack around 8:30 PM and asked Cpl. Meyers to check a vehicle repair he had made after receiving a safety equipment repair order. Police say the two then went outside to the parking spaces, and moments later Cpl. Meyers called for assistance.

According to the report, Trooper Wilkins, who had just left the Barrack, turned around and returned to assist. Due to the ongoing investigation, the next chain of events are unclear at this time; however, during the incident both Troopers are believed to have fired their weapons, according to investigators.

"When he went outside and had conversation with the suspect, something occurred," said Sgt. Marc Black of Maryland State Police. "Some type of altercation occurred at which point in time, the corporal was put in danger of his life."

Cpl. Meyers was apparently found lying in the Barrack parking lot near the entrance of Route 13, with injuries that were consistent with being struck and/or dragged by a vehicle. He was transported to Peninsula Regional Medical Center, where he was treated for non life threatening injuries and released. Fisher was found 150 yards North of the Barrack on Route 13, inside his vehicle which had reportedly hit the center median guardrail. He was also taken to PRMC, where he was pronounced dead.

Doug Marshall says he left about 30 minutes before Fisher's vehicle hit the guardrail right across from his business.

But Marshall says he watched real-time security video on his phone as police blocked off Route 13. 

"It shows real quick how life changes for a lot of people," said Marshall.

Both Troopers have been placed on routine administrative leave, which is procedure in police involved shootings. The State Police Internal Affairs Unit will also be conducting an investigation.   

WMDT has also learned that this is not the suspect's first run-in with the law. Fisher has previously been convicted of possession of marijuana.
