Fruitland City Council Passes New Building Incentives, Fees

FRUITLAND, Md. - Some big changes are officially on the way for the city of Fruitland.

On Tuesday night, Fruitland City Council passed a second reading for a fee for all rental units and landlords. The measure calls for an automatic interior inspection of rental homes once every two years.

While most city council members were in favor of the fee, which they feel could keep the city structurally sound and make sure owners keep up with maintenance, some landlords feel that renters are not the problem, and the fee is unnecessary.

"It basically means the rent will go up, eventually," says Rodney Long, with Rodney Long Properties in Salisbury, Maryland. "Some of these property owners are on fixed income and they cannot afford additional potential fees that could be passed onto them by property management."

City council also voted to put a hold on a $9,000 impact fee that comes with buying a piece of land, which they feel can turn buyers away.

"That's a lot of money," says Lee Outten, city council president. "We're hoping that by offering this incentive it may entice some builders to begin building again."

In addition, council passed an equivalent dwelling unit (EDU) policy amendment. Currently, the city is charged capacity for every EDU which covers water and sewer, whether or not the property is actually in service, but now, they can eliminate those that are never used.
