Millsboro Sex Offender Pleads Guilty To Child Pornography Charges

WILMINGTON, Del. - A twice convicted Millsboro sex offender has pleaded guilty to child pornography charges.

On Tuesday, 43-year-old Harry Roche pleaded guilty to production and transportation of child pornography. Roche was previously convicted in 1994 of sexual harassment of a minor boy and in 2003 on child pornography charges, and has been registering as a sex offender since. The Delaware Child Predator Task Force received a tip, after Roche had apparently used an AOL server to send child pornography.

On January 31, 2013 Officers searched Roche's Millsboro apartment, located above the Bluewater Grill Restaurant, and seized multiple computers, cellphones, and external digital storage devices. That equipment was found to contain hundreds of images and movies of child pornography, that Roche had collected and distributed.

His iPhone had photos of Roche engaged in a sexual act with a young boy, in the bedroom of that Millsboro apartment, dated just one day before the search. An investigation showed that Roche met the victim near the Bluewater Grill, and lured him into his apartment. Those images were then sent to other child sex offenders, by Roche.

Roche now faces a minimum of 25 year and a maximum of 50 years in prison, followed by five years of supervised release, along with having to continue registering as a sex offender. No word yet on a sentencing date.

United States Attorney Charles M. Oberly, III said "by today's plea, this twice-convicted sexual predator will be removed from society for likely the remainder of his life.  Upon his sentencing later this year, the deserved severe sentence, a minimum mandatory of 25 years, should serve as a deterrent to others that a long prison sentence is the price to pay for engaging in such activity."

Attorney General Beau Biden said "There is a clear and deeply disturbing link between those who possess child pornography and those who commit physical offenses against children. That's why the work of the Delaware Child Predator Task Force, along with our close cooperation with federal law enforcement partners, is so critical to finding these dangerous predators and taking them off the streets."
