CHARLOTTESVILLE, Va., Feb. 18, 2014 /PRNewswire/ -- CaseNEX, LLC is proud to announce on February 12th, 2014 the Colorado Board of Education (BOE) voted to include PALS and PALS espanol's inclusion on the Reading to Ensure Academic Development (READ) Act's approved list of interim assessments. The READ Act requires that all Colorado schools use a state-approved interim assessment to determine whether a student has a significant reading deficiency in grades K-3.

PALS is a research-based universal screening and diagnostic instrument that identifies students' specific reading skill deficiencies with accuracy and specificity. Previously, PALS had been on the interim screening list approved by the Colorado Basic Literacy Act. However, after the adoption of the READ Act in July 2013, the Colorado Department of Education was to select new vendors that met the new Act's specific standards.

Examples of criteria required for an interim assessment to be named to the approved list are:

  • The instrument has validity, reliability and consistency in scoring and includes alternative forms available for multiple assessments with demonstrated equivalence or comparability. 
  • The instrument demonstrates evidence of content and construct validity and evidence of criterion/predictive validity that accurately identifies students with a "significant reading deficiency."
  • Easily interpreted scores; cost effective materials and administrative costs; reports provide guidance for interpretation useful to educators, administrators, and parents

In addition to inclusion on this list, PALS is also on Colorado's list of READ Act Approved Diagnostic Assessments.  PALS is aligned with Colorado Academic Standards, the Common Core State Standards, and Colorado's Achievement Plan for Kids (CAP4K). PALS is one of the highest rated instruments by the National Center on Response to Intervention.

Colorado districts will have until July 1, 2016 to fully adopt a newly approved interim assessment. To ensure that all four-year-old kindergarten through second grade teachers know how to administer and score the assessment, CaseNEX will offer a series of online professional development offerings for PALS users in Colorado. CaseNEX provides unique professional development for educators, using online modules with video and case-based examples. Teachers will demonstrate proficiency in the administration and scoring of the PALS assessment by completing a set of online tutorials.

ABOUT PALS: PALS was developed by Marcia Invernizzi, Ph.D., and colleagues at the University of Virginia's Curry School of Education in response to the Commonwealth of Virginia's Early Intervention Reading Initiative (EIRI). PALS is utilized for early identification and intervention in all 50 states, as well as many foreign countries. PALS has remained the universal screening tool for Virginia public schools for over 15 years and has recently been mandated by the state of Wisconsin as the state's universal screening tool for Kindergarten through second grade students.
