Schools, Office Close Early In Delaware

DOVER, Del. (AP) - Delaware's governor declared a limited state of emergency as a winter storm brought snow and high winds to the East Coast.
    
The declaration by Gov. Jack Markell was effective as of 2 p.m. Tuesday. It included an official warning that motorists must use extra caution, and that nonessential government and private sector employees should stay off the roads if possible.
    
The declaration also authorizes the Delaware National Guard to assist local authorities with any precautionary or responsive actions if directed by the state emergency management director, in consultation with the Secretary of Department of Safety and Homeland Security.
    
Forecasters said the storm, which forced early closings of schools, government offices and businesses in Delaware, could bring more than a foot of snow to parts of the mid-Atlantic region.
