Police say they arrived, and found 47-year-old Valerie Phillips and 44-year-old Dale Parker, in a red van, near the KFC.

The officer says they spoke with Phillips, and noticed, what looked to be heroin, and hypodermic needles strewn throughout the vehicle. According to the report, when the officer asked Phillips to step out of the vehicle, she shoved a hypodermic needle between her legs.

Police say during a search of the vehicle, they found 232 bags of heroin, 2 hypodermic needles that contained heroin, a used hypodermic needle, 19 prescription Clonazepam pills, and about $2,000 in cash.

Both Phillips and Parker were arrested, and charged with possession with the intent to deliver heroin, delivery of a hypodermic syringe, possession of a controlled substance with an aggravating factor and possession of drug paraphernalia.
