Ellendale Man Charged With Rape

MILFORD, Del. - An Ellendale man is behind bars after allegedly raping a teenager. Milford Police say they, along with Delaware State Police arrested 19-year-old Charles Kifer, of Ellendale who was reportedly hiding in the attic of a Main Street home, in Ellendale.

The arrest stems from a June 20th incident, where Police say, Kifer forced a 17-year-old girl to perform sexual acts with him, while he restrained her. According to the report, he also hit the teen in face, and strangled her.

Kifer was charged with 2nd degree rape, attempted 2nd degree rape, strangulation, 1st degree unlawful imprisonment, and offensive touching. He is being held at SCI on $104,500 bond.

Police say they also arrested 43-year-old Dawn Kifer, at the Ellendale home, who reportedly interfered with Charles' arrest, and physically struggled with the officers. She was arraigned and released on bond.
