Troopers Complete Three-Month Drug Investigation In Millsboro

MILLSBORO, Del. -The Delaware State Police Sussex County Drug Unit and Delaware State Police Governor's Task Force say they completed a three month drug investigation into a heroin and cocaine sales and distribution operation out of a house in Millsboro.

According to reports, officials executed a search warrant at the 27000 block of Willow Lane in Millsboro, and took Rolando Ruiz, 41, along with his mother, Margarita Ruiz, 73, and Shannon Irving, 25, into custody without incident. Troopers reportedly seized 1,028 bags of heroin totaling 25.7 grams, which is worth approximately $10,000, 14.45 grams of powdered cocaine, worth about $500, digital scales utilized to weigh drugs, hypodermic needles, and $8,127 cash allegedly obtained through street level drug transactions.

Rolando Ruiz was reportedly charged with possession of heroin in tier five quantity, possession with intent to deliver heroin in tier four quantity, possession with intent to deliver cocaine, possession of cocaine in tier one quantity, and three counts of possession of drug paraphernalia and was committed to Sussex Correctional Institution on $94,000 cash bond. Margarita Ruiz was reportedly charged with possession with intent to deliver heroin, possession with intent to deliver cocaine, possession of cocaine in tier one quantity, possession of heroine in tier one quantity, maintaining a drug property, conspiracy second degree, and possession of drug paraphernalia, and was released after posting $20,000 cash bond. Shannon Irving was reportedly issued a criminal summons on two counts of possession of drug paraphernalia, and was released pending arraignment. Troopers are continuing to investigate this case.
