O'Malley Announces Court Appointments

ANNAPOLIS, Md. (AP) - Gov. Martin O'Malley has named the first black female judge to Maryland's Court of Appeals in addition to appointing the first female chief judge to the state's highest court.
    
The governor appointed Judge Shirley Watts to the Court of Appeals on Wednesday. He also named Judge Mary Ellen Barbera to be the chief judge.
    
If the two are confirmed by the state Senate, four of the court's seven judges will be women.
    
O'Malley also appointed Stacy Mayer, his chief legislative officer, to the District Court for Baltimore County.
    
Barbera has served on the Court of Appeals since 2008. Watts has been a judge on the Court of Special Appeals, the state's intermediate appellate court, since 2001.
