SALISBURY, Md. -  For newly confirmed Salisbury Fire Chief Richard Hoppes, the title means a lot. "the acting status alone gives the appearance, or at least the perception that it's temporary."  But Tuesday afternoon, the Salisbury City Council accepted Mayor Jim Ireton's nomination of Hoppes for Fire Chief.

Previously, the council said concerns over a private personnel matter kept them from approving Hoppes, though the chief says he still doesn't know what that issue was.

"I really don't know what the reason for the previous denial was," says Hoppes of about an interview with City Council in February, "when they called me back in the room to tell me their decision was not to promote me, the direction was we were not to discuss it.  It wasn't up for question, and I really didn't know what the personnel reasons that were stated."

Despite of past setbacks, Chief Hoppes is glad to move forward with his new role, saying "now it's permanent, that solidifies and stabilizes the leadership at the top, which helps the department with some of the things they need to move forward with."
