Nearly 800 Bags Of Heroin Seized In Dover Parking Lot

DOVER, Del. – Around 6:00 p.m. February 8, 2013, members of the Delaware State Police Drug Unit, Governor's Task Force (a joint operation consisting of Troopers and Probation and Parole officers), Milford Police Department, and Dover Police Department, observed a blue Town & Country minivan in the parking lot of the Wendy's on the 1700 block of North DuPont Highway.  Detectives had previously determined that an occupant of the van was distributing heroin. 

Law enforcement contacted the occupants of the van, 31 year-old Jamar K. Tate of Wilmington, and 24 year-old Colby T. Hopkins of Milton.  Tate was found to have 650 bags of heroin in his pants, and $500 in cash.  In the center console of the van, detectives found 130 bags of heroin, which they determined had just been sold by Tate to Hopkins.

Tate was charged with possession of a controlled substance in a tier 5 quantity, possession with intent to deliver a controlled substance in a tier 4 quantity, delivery of a controlled substance in a tier 2 quantity with an aggravating factor, conspiracy second degree, and possession of drug paraphernalia. He was committed to Vaughn Correctional Center on $39,000 cash bail.

Hopkins was charged with possession of a controlled substance in a tier 3 quantity with an aggravating factor, possession of a controlled substance in a tier 2 quantity with an aggravating factor, conspiracy second degree, and possession of drug paraphernalia. He was committed to Vaughn Correctional Center on $32,500 cash bail.
