SALISBURY, Md. - Even before today's emergency meeting, Councilwoman Laura Mitchell made a huge statement at her own press conference earlier this morning.

Mitchell is filing a complaint with the compliance board, alleging that members of the council discussed the fire chief issue outside of council meetings and had violated the Open Meetings Act.

In regards to the acting fire chief, she tells WMDT that Hoppes is qualified for the position.
