OCPD Makes 26 Arrests In Heroin Distribution Investigation

OCEAN CITY, Md. - A six week long investigation in a local beach town, has lead to the arrest of 26 people on drug charges. The Ocean City Police Vice/Narcotics Unit says it has been investigating the increase of heroin abuse this year. During the investigation, there were 72 buys of mostly heroin, but also included cocaine, prescriptions, and marijuana.

On November 27th, 23 suspects were indicted on various drug distribution charges. 17 were arrested by police. The bonds on the indicted suspects, who are now in custody, range from $100,000 to $300,000.

On November 29th, detectives say they searched Louis Rychwalski III, 27, of Ocean City, and found 46 baggies of heroin. He was arrested, and charged with multiple drug charges, including possession with intent to distribute heroin. Rychwalski is being held on $75,000 bond. Police also arrested Nicholas Palmisano, 18, of Ocean City, and Edward Paddy, 37, of Ocean City who were reportedly going to meet with Rychwalski to buy heroin, from him. Police searched Rychwalski's home where they say they found more heroin, drug paraphernalia, and two replica handguns.

While Police were looking for the indicted suspects, to arrest them, they reportedly pulled over a car with four people inside, one, Shelly Anne Brittingham, 41, of Delmar, DE, was an indicted suspect. Police say that during a search of the car they found 63 bags of heroin from the vehicle. Quamaine Lamar Huggins, 20, of Delmar, DE and Stephanie Lynne Orick, 24 of Hebron, MD, were both arrested and charged with possession with intent to distribute heroin and a third suspect, the driver and owner of the car, Markel Lamar Barkley, 21 of Quantico, MD, was also arrested and charged with possession of heroin. The vehicle was seized.

In all Ocean City Police arrested 26 people, seized three vehicles, and confiscated 110 baggies of heroin, 5 baggies of cocaine, 5 replica handguns, and $656 in cash. They say they are still looking for six more people who were indicted, but they are unable to locate.
