Man Charged With Raping A Child In Dover

DOVER, Del. - A man was arrested after allegedly raping a child. Dover Police investigated a complaint of a child rape that happened about a year ago at a home on S. Little Creek in Dover East Mobile Home Park.

Police say that 42-year-old Frank Smith sexually assaulted a 9-year-old girl, at his home. He was supposedly a neighbor/family friend, of the victim. The investigation showed that Smith forced the girl to have intercourse with him, and then threatened her to not say anything.

Police say that since the attack, Smith had moved to Texas. After Dover Police got arrest warrants for him, City Police in Texas, arrested him without incident. Smith is being held without bail, and is awaiting extradition back to Delaware. He is charged with 1st and 2nd degree rape, and 2nd degree unlawful sexual contact.
