Two Harrington Residents Arrested On Drug Charges

DOVER, Del. - Two people have been arrested on drug charges in Dover. According to Delaware State Police, members of the Governor's Task Force were patrolling near Rodney Village Shopping Center in Dover, on Monday night, around 8:15 PM.

Police say they saw a gold Cavalier pull up in front of the Family Dollar Store. A probation officer on the GTF recognized the driver as Russell Thomas, 23, of Harrington, who is a level III probationer. The officer reportedly tried to talk to Thomas, who, according to the report, started to run from the officers. During the run Thomas allegedly threw a purple bag onto the ground. Police say that there were several other GTF members in the area, who were able to nab Thomas and take him into custody.

An investigation showed that the bag held 196 individual baggies of heroin, totaling nearly 4 grams. Police say that Thomas was also in possession of .04 grams of heroin, 2 Oxycodone pills, 4 Suboxone packets, and more than $1,200 cash. The passenger in the car, Crystle Kotenko, 22, of Harrington, had 6.4 grams of marijuana and 4 Suboxone packets in her possession, according to the report. Kotenko was also arrested. Police say they also found three bags of marijuana inside the car, totaling more than 58 grams.

Thomas was charged with possession with intent to deliver a controlled substance, possession of a controlled substance in a tier 3 quantity, driving while suspended, resisting arrest, and other related offenses. He is being held at the James T. Vaughn Correctional Center on $37,950 bond.

Kotenko was charged with possession with intent to deliver a controlled substance, possession of a controlled substance, possession of marijuana, and other related offenses. She was released on $7,500 bond.
