RICHMOND, Va. - President Barack Obama has signed a federal emergency declaration that Virginia Gov. Bob McDonnell had sought from last month's hurricane.

The White House says the funding will be available in 25 counties and the independent cities of Fairfax, Falls Church and Manassas.

The counties are Accomack, Arlington, Clarke, Craig, Culpeper, Essex, Fauquier, Frederick, Greene, Highland, King and Queen, Lancaster, Loudoun, Madison, Mathews, Middlesex, Nelson, Northampton, Northumberland, Prince William, Rappahannock, Shenandoah, Surry, Warren and Westmoreland.
