DOVER, Del. - A Dover area contractor has pleaded guilty to theft charges. Officials say that William Harrison, owner of "Pro-Paving", pleaded guilty to felony theft in connection with his business practices, along with offensive touching after a dispute with a customer.
Officials say that Harrison committed ten offenses in New Castle County. All the victims had hired him to pave their driveways, but he reportedly ignored homeowner's directions, promised discounts that he never gave, and charged large undisclosed fees.
He was sentenced to two years probation, and has to pay nine different customers $34,663. There is also a cease and desist order that says that Harrison has to get written agreements from customers before doing any work and stop deceptively pricing. He also was ordered to have no contact with any of the victims.
