Serious Hit and Run Crash in Berlin

BERLIN, MD- Saturday, Troopers from the Maryland State Police Berlin Barracks along with the Showell Fire Department responded to the intersection of Northbound 113 at Jarvis Road for a report of a subject that was struck while riding his bicycle.

Upon arrival to the scene, emergency crews transported the bicyclist immediately to Peninsula Regional Medical Center in Salisbury.

The victim is identified as 47 year-old Phillip Edward Cougill of Showell.

Upon investigation, several witnesses observed Mr. Cougill's red flashing strobe light that was attached to the rear seat of his bicycle. The flashing light is what led witnesses to Cougill, who was lying neXt to the guard rail just prior to Jarvis Road.

Scrape marks and other evidence on his shoulder show that Mr. Cougill was riding on the shoulder when he was struck.

The vehicle that struck Mr. Cougill fled the scene at the time of the incident.

Mr. Cougill is currently in intensive care at Peninsula Regional Medical Center.
