Lt. Gov. Outlines Broad Policy Plans For Future

ANNAPOLIS, Md. - Lt. Gov. Anthony Brown says a measure to create a framework for public-private partnerships will be back before the Legislature next year.
    
Brown, who spoke Saturday at a conference of local officials in Ocean City, says other states have used the partnerships to address their infrastructure needs. But Maryland hasn't created the framework needed to do more. A bill to do it this year did not pass.
    
Brown, a Democrat who is exploring a run for governor, gave the speech to the Maryland Association of Counties. Gov. Martin O'Malley typically gives the speech. Brown touched on four broad policy goals for the future, including education, health care, modernizing infrastructure and helping businesses create jobs.
    
Brown discussed the issue with The Associated Press before delivering Saturday's speech.
