Multiple people arrested after traffic stop in Milford

MILFORD, Del. - Police say that multiple people were arrested after a traffic stop in Milford on Tuesday morning.

At 11:34 a.m., police stopped a car in the area of NE Front Street and Wilkerson Terrance for a traffic violation, Officers then met with the driver and two other passengers. The operator of the car was identified as 37-year-old Amber Manchester of Slaughter Beach.

Police say that they determined that Manchester had three active warrants for her arrest out of Kent County Court of Common Pleas, Sussex County Court of Common Pleas, and Justice of the Peace Court two. Manchester was taken into custody without incident. Police say they then learned that one of the passengers was 27-year-old Chelsie Carlisle of Milford and the other was 46-year-old Antonio Kiser of Slaughter Beach.

At first, Kiser reportedly gave police a false name that Manchester confirmed, but investigators later learned that Kiser also had three active warrants for his arrest out of Kent County Court of Common Pleas, Sussex County Family Court, and Justice of the Peace Court six. He was taken into custody without incident.

Investigators also learned that Carlisle was also wanted on two active warrants out of Kent County Court of Common Pleas and Justice of the Peace Court three. Police say after they searched the car, they found multiple pieces of drug paraphernalia. During a search of Kiser, police say they found that he had drug paraphernalia also.

Manchester was charged with hindering prosecution, and possession of drug paraphernalia- non marijuana related along with multiple traffic violations. She was arraigned through Justice of the Peace Court two.

Manchester was committed to Baylor Women's Correctional Institution on $107 cash bail and $3000 secured bail.  She was given an unsecured bail on the last warrant, and she was ordered to appear in Kent County Court of Common Pleas, Sussex County Court of Common Pleas, and Justice of the Peace Court two at later dates.

Kiser was charged with criminal impersonation and possession of drug paraphernalia- non marijuana related. He was arraigned through Justice of the Peace Court two. Kiser was committed to Sussex Correctional Institution on $30,300 cash bail and $3,000 secured bail.

He was given an unsecured bail on the last warrant and he was ordered to appear in Kent County Court of Common Pleas, Sussex County Family Court and Justice of the Peace Court six at later dates.

Carlisle was charged with possession of drug paraphernalia- non marijuana related. She was arraigned through Justice of the Peace Court two. She was arraigned through Justice of the Peace Court two. The suspect was released on unsecured bail on the new charges and one of the warrants and was released on the other warrant after posting $336.50 cash bail.

Carlisle was ordered to appear in Kent County Court of Common Pleas and Justice of the Peace Court three at later dates.
